Donna F. Edwards (born June 28, 1958) is a member of the United States House of Representatives representing Maryland’s 4th congressional district, where she has served since a special election in 2008. She belongs to the Democratic Party. The district encompasses the majority of Prince George’s County as well as a small portion of Anne Arundel County. She beat 15-year incumbent Albert Wynn in the Democratic primary in 2008, and then won a special election on June 17, 2008, to complete the rest of his term after his departure. She was sworn in as the first African-American woman to represent Maryland in the United States Congress two days later, on June 19. In November 2008, Edwards campaigned for a full term, beating Republican opponent Peter James with 85 percent of the vote. She proposed a constitutional amendment to overturn the Supreme Court’s Citizens United v. Federal Election Commission decision from 2010.
